NIST released Cybersecurity Framework 2.0 in February 2024, the first major revision since the original 1.0 publication in 2014. The update reflects a decade of implementation experience, the reality that CSF has been adopted far beyond critical infrastructure, and significant shifts in how organizations think about supply chain risk and cybersecurity governance. If you’ve been using CSF 1.1 as a reference framework, you need to understand what changed — and more importantly, why those changes matter for how you structure your security program.
The short version: the framework is broader in scope, more explicit about governance, and more prescriptive about the organizational conditions that enable effective security program management. Organizations that treat CSF 2.0 as an updated checklist will miss the more substantive changes. Organizations that engage with the governance shifts will find a framework that aligns cybersecurity more effectively with business decision-making.
The New Govern Function: Why It Changes Everything
The most significant structural change in CSF 2.0 is the addition of a sixth function: Govern. The original framework’s five functions — Identify, Protect, Detect, Respond, Recover — describe what a security program does operationally. Govern describes what conditions need to exist for those operational functions to work effectively.
The Govern function covers organizational context, risk management strategy, roles and responsibilities, policy, oversight, and cybersecurity supply chain risk management. These are not new concepts in security program management, but elevating them to a core framework function signals something important: security program failures are frequently governance failures, not technical failures. Organizations that have strong detection capabilities but unclear incident escalation authority, or that have robust policies that no one enforces, have governance problems that technical investment won’t fix.
Practically, the Govern function creates a structure for evaluating whether your organization has the foundational conditions for effective security. Specifically: is cybersecurity risk integrated into your enterprise risk management process? Are roles and responsibilities for security decisions clearly documented and understood? Is your board or executive leadership receiving actionable information about cybersecurity risk at a cadence that enables oversight? Is supply chain risk systematically assessed and managed?
For organizations that have previously used CSF primarily as a technical controls checklist, the Govern function represents a significant scope expansion. Addressing it meaningfully requires engaging stakeholders beyond the security and IT teams — legal, operations, finance, and executive leadership all have roles in the governance structures CSF 2.0 describes.
What Changed in the Existing Functions
The five original functions were retained, but the content within them was updated and reorganized. The overall structure of Categories and Subcategories was preserved to minimize disruption for organizations with existing CSF-based programs.
Several notable changes across the functions deserve attention. The Identify function now includes a more explicit treatment of improvement — capturing lessons from assessments, exercises, and incidents as inputs to program improvement. This formalization of feedback loops reflects mature program thinking: security programs that don’t systematically convert findings into improvements are running in place.
The Protect function updates its treatment of identity management to reflect the current landscape more accurately, including stronger emphasis on authentication, authorization, and the principle of least privilege across both identity and technology asset management. The 2014 framework’s treatment of identity predates the current cloud-first reality and the adversarial focus on credential abuse.
The Detect function now more explicitly addresses the continuous monitoring and analysis that effective detection requires — not just the presence of monitoring tools, but the processes for analyzing what those tools produce and understanding adverse events in context. The distinction matters: organizations that have deployed detection tooling but lack the analyst capacity to triage alerts have infrastructure, not capability.
The Respond and Recover functions were updated to better integrate communication and coordination requirements, including more explicit treatment of supply chain and third-party coordination during incidents. This reflects the operational reality that most significant incidents involve suppliers, customers, or partners and require communication management well beyond the internal response team.
Tiers: What They Actually Mean
CSF 2.0 retains the four-tier model (Partial, Risk Informed, Repeatable, Adaptive) but clarifies that tiers describe the rigor and sophistication of cybersecurity risk management practices, not security maturity in the sense of controls deployment.
An organization that has deployed extensive security controls but makes security decisions on an ad hoc basis might be Tier 2 (Risk Informed) — it considers risk but inconsistently. An organization with less extensive control deployment that systematically integrates cybersecurity risk into its enterprise risk management process and updates its practices based on changing threats and lessons learned might be Tier 3 (Repeatable).
The tier distinction is important for organizations using CSF to structure program investment decisions. Moving from Tier 2 to Tier 3 is primarily a governance and process improvement initiative — it requires formalized risk management processes, documented policies and procedures, and organizational practices that apply those processes consistently. Technical control investments don’t directly advance tier standing without the underlying governance infrastructure.
For board and executive reporting, tier framing provides a useful communication vehicle: it describes program maturity in terms of organizational capability and process rigor rather than the technical specifics that often make security reporting opaque to non-technical stakeholders.
Profiles and Implementation Examples
CSF 2.0 introduces a more structured approach to profiles — the mechanism organizations use to customize the framework to their specific context, risk tolerance, and requirements. The updated framework distinguishes between current profiles (current state) and target profiles (desired state), with the gap between them informing prioritized improvement planning.
NIST has also released a library of Community Profiles for specific sectors and use cases, and a set of Quick-Start Guides for specific audiences including small organizations, enterprise risk managers, and organizations seeking to comply with specific regulatory frameworks. These implementation resources significantly reduce the effort required to apply the framework in context — organizations don’t need to develop their profile from scratch if a relevant community profile already exists for their sector.
The implementation examples included with CSF 2.0 provide concrete illustrations of what meeting specific subcategory outcomes looks like in practice. For organizations that have found the framework’s abstract language difficult to translate into operational requirements, these examples are a meaningful improvement.

The substantive changes in 2.0, particularly the Govern function, address real gaps in how CSF 1.1 was typically applied, and organizations that engage with those changes will build more effective programs.
A practical transition approach starts with a gap assessment against the Govern function. Because this function is entirely new, existing programs will have no coverage unless the governance elements were addressed through other means. Assess each Govern category against your current state: organizational context, risk management strategy, roles and responsibilities, policy, oversight, and supply chain risk management. For the updated Identify through Recover functions, review your current profile against the 2.0 subcategory outcomes and note where updated content represents a meaningful change from your existing program. Most organizations will find the changes are incremental refinements rather than fundamental revisions in the technical control areas.
Resist the temptation to treat a CSF 2.0 transition as a paper exercise — updating documentation to reference 2.0 without engaging with the governance substance.
